any person feeling aggrieved by their decision may appeal
therefrom to the Circuit Court for Wicomico County at any
time within ten days from the date of such decision, and the
said court is hereby vested with jurisdiction to hear and deter-
mine such appeal and to impose the costs thereof upon such
party thereto as the said court may deem right and proper.

94M. The said Commissioners, may provide by ordinance
for the good government of the town, for the preservation of
the peace and order therein and for securing to the residents
of said town all rights of persons and property to which they
are by law entitled; to suppress all disorderly meetings; to
prohibit the use of profane language and indecent and dis-
orderly conduct in said town; to prevent the obstruction of its
sidewalks and streets; to regulate or prevent the firing of
guns, pistols or any kind of firearms in said town; to prevent
immoderate riding or driving through the streets of said town
of any vehicle of any character whatsoever; to prevent in-
decent exhibits of every kind, to preserve order and to secure
persons and property from violence, danger or destruction; to
prevent the obstruction of the streets and sidewalks of the
said town by unnecessary assemblies of persons; to protect
public and private property, sidewalks, streets and shade and
ornamental trees from injury and destruction; to provide for
the introduction of electricity into said town and to grant
unto any body corporate or individual or partnership fran-
chises for the use of the streets of the town for that purpose;
to promote the morality, health, convenience and safety of the
inhabitants of said town, to provide for fire protection, police
protection and for lights upon the streets and highways of
the said town; and to borrow money on the notes of the said
town; provided that the aggregate amount of any outstanding
notes shall at no time exceed the sum of one thousand dollars
($1, 000. 00).

94N. If any person or persons shall violate any ordinance
passed by the said Commissioners, it is hereby made the duty
of the bailiff to obtain from some justice of the peace of
Wicomico County a warrant or writ for the arrest of the per-
son or persons so offending; and the said bailiff shall arrest
the offender or offenders and take him or them before some
justice of the peace of said county, who, if he shall find said
offender or offenders guilty, shall fine him, her or them not
