title "Montgomery County, 7' sub-title "Washington Suburban
Sanitary District, '' be and the said Article is hereby amended
and an additional section is hereby added thereto, to be known
as Section 1003A and to follow immediately after Section 1003,
said section to read as follows:
Section 1003A. The Washington Suburban Sanitary Commis-
sion is hereby authorized and directed to supply without cost to
any charitable institutions in Montgomery and Prince George's
Counties, not to exceed 100 gallons of water per day for each
inmate thereof, provided such institution make no discrimina-
tion as to entrance or care against residents of Montgomery
and Prince George's Counties. The minimum charges cov-
ering the cost of reading the water meter may be assessed
by said commission against such institutions, which meter
shall be installed and maintained at the expense of the
institutions, and said commission may charge to such institu-
tions the current rate for water used in excess of 100 gallons
per day for each inmate thereof. For the purposes of this sec-
tion a charitable institution is herein denned to be one whose
object is primarily eleemosynary.
SEC. 2. And Be it further enacted, That this Act shall take
effect June 1, 1931.

CHAPTER 523.
AN ACT to exempt the railroad property of the Chesapeake
Beach Railway Company, or so much thereof as may be used
for railroad purposes by said company, its successors and
assigns, from all State taxes and charges, including contribu-
tions to the cost of construction of railroad crossings made
or to be made under the authority of the State Roads Com-
mission, and from all county and city taxes and charges in
the nature of a tax for the years during which the property
is so used, but not exceeding two years, beginning January l,
1931.
WHEREAS, The Chesapeake Beach Railway Company did not
in the year 1930 earn its operating charges, and it is of the
utmost importance for the welfare of the State and particularly
the communities served by said railroad, that the operation of
said railroad be continued; and
