easterly, then a southerly and then an easterly direction by
and with the limits of "Old Town" to the easterly line of the
property of the Pennsylvania Railroad Company; thence by
and with the easterly line of said Railroad Company's prop-
erty in a southerly direction to intersect an old road at the
westernmost corner of "East Annex"; thence running by and
with the north line of said old road across the property of the
Pennsylvania Railroad Company north thirty-seven degrees
and thirty minutes west three hundred sixteen rods to a wharf
on the easterly bank of the Manokin River; thence crossing
said river and running north twenty-eight degrees west one
hundred thirty-eight rods to the place of beginning, to be known
as "West Annex. "

Except as hereinafter otherwise provided all the provisions
of the Constitution of Maryland and of the Charter of the
town of Princess Anne and other local laws applicable to the
town of Princess Anne, and all the existing ordinances of the
town of Princess Anne are hereby made applicable to such
portions of Somerset County as shall under the provisions of
this Act be annexed to and made part of the town of Princess
Anne.

No municipal improvements of any character shall be made
in the territories hereinbefore described as ". Worth Annex, "
"East Annex, " and "West Annex" under paragraphs (b), (c)
and (d) unless upon application in writing made to the presi-
dent and Commissioners of Princess Anne by at least seventy-
five per centum (75%) in number of the property owners in
the particular territory or annex at least twenty one years of
age, in which such improvements are sought to be made, and
then only upon condition that the assessable property or prop-
erty owners within such particular annex solely bear the ex-
pense of such improvements and the financing thereof in the
same manner provided with respect to similar improvements
within the section of said town hereinbefore designated as "Old
Town. " Until an annex shall apply as aforesaid for improve-
ments or until seventy-five per centum of the property owners
of such annex who are at least twenty-one years of age, shall
apply in writing to the President and Commissioners of Prin-
cess Anne for municipal control generally, which they are
hereby given the right to do, such annex shall not be subject to
taxation, either generally or specially for any municipal pur-
pose, and the residents of such annex shall have no vote or
voice in municipal affairs, and they shall be with respect to
