SEC. 8. And be it further enacted, That this Act shall be-
come effective only after it shall be submitted to the legally
qualified voters within the corporate limits of the City of Cam-
bridge aforesaid, the legal qualification of each voter being the
same that is required to permit any voter to vote in any legal
and regular municipal election held in said City of Cambridge,,
or shall have the same qualifications of a legal voter as re-
quired by the Charter of Cambridge, in order to vote at any
regular election of Commissioners, as heretofore enacted by the
General Assembly of Maryland, and this Act shall be sub-
mitted to the said legal voters of said city, on the 2nd Wednes-
day of July, 1931, and on said day, which is the 8th of July,
1931, The Commissioners of Cambridge, in each of the five
wards of the said city, shall hold an' election in the same way
and manner in which elections are held in said city for the
election of a commissioner for each of said wards, as such
elections are required to be held by the Charter, and The Com-
missioners of Cambridge shall at a time reasonably sufficient
prior to said day of election, at the City Hall, conduct a regis-
tration, by which those legally qualified to register in any
ward may do so, or any that have the legal right to remove his
or her registration from one ward to another, may do so, in
order that all persons legally entitled to vote upon the submis-
sion of this Act, shall be able to do so, and the Clerk to The
Commissioners of Cambridge shall conduct such registration
in person, or by such assistants as may be provided for him by
The Commissioners of Cambridge and The Commissioners of
Cambridge shall appoint judges and clerks, and provide ballots,,
and do all other things, the same as is done in the legal election
of a commissioner from each of said wards, as aforesaid.

Notice of the submission of this Act to the said voters, at
the said election, shall be published at least once a week for
four weeks prior to said, election, in two newspapers published
in said City of Cambridge, which notice shall show the time
and place where the election will be held, the hours of holding
the same, and there shall be added to the notice published in
the first two weeks of the said four weeks, on what day, and
at what place in the City Hall persons desiring to register or
transfer their registration, may do so, such day and hours be-
ing determined by The Commissioners of Cambridge prior
to the publication of said notice, and the said The Commis-
sioners of Cambridge shall name a time for registration, for
which they shall give notice as aforesaid. And the said notice
