CHAPTER 409.

AN ACT to add a new section to Article 22 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Washington County, " sub-title "Hagerstown, " sub-heading
"Mayor and Council, " said new section to be known as
Section 362A and to follow immediately after Section 362
of said Article, to authorize the Mayor and Council of
Hagerstown to transfer to the General Purposes Account or
to any other account of said city and to use for city pur-
poses any sums of money in the various funds or accounts
of the city.

WHEREAS, For a number of years certain sums of money
have from time to time accumulated in the various funds or
accounts of the City of Hagerstown, held by the Mayor and
Council, which said funds from time to time may have become
inactive or not needed or necessary for the purpose for which
they were collected or levied; and

WHEREAS, The same is or may be needed by the City of
Hagerstown to aid in defraying municipal expenses, and there-
by reducing taxation; now, therefore,

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 22 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Washington County, " sub-title "Hag-
erstown, " sub-heading "Mayor and Council, " said new section
to be known as Section 362A, to follow immediately after
Section 362 of said Article, and to read as follows:

3 62A. The Mayor and Council of Hagerstown is hereby
authorized and empowered to transfer any funds of the said
city to the General Purposes Account of said city, or to or for
any other account of the said city in the discretion of the said
Mayor and Council, the said money to be paid out in the
manner provided by the charter for municipal purposes.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and the
same being passed upon a yea and nay vote, supported by
