and/or the governing body of said city or town, calling atten-
tion to said omission or omissions, shall forfeit and pay to the
State Aviation Commission the following respective sum or
sums, to be recovered by the said Commission in a civil action,
such sum or sums to be applied by said Commission to remedy-
ing the said omission or omissions on the part of such delin-
quent municipality, such sum as will be the approximate cost
of the installation.

SEC. 2. And be it further enacted. That this Act shall take
effect June 1, 1931.

CHAPTER 402.

AN ACT to repeal and re-enact, with amendments, Section
55 of Article 21 of the Annotated Code of Maryland (Edi-
tion of 1924), title "Conveyancing, " sub-title "Conditional
Contracts of Sales, " to alter the regulations concerning the
recordation of conditional contracts of sale and other instru-
ments reserving title in chattels.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 55 of Article 21 of the Annotated
Code of Maryland, (Edition of 1924), be and the same is
hereby repealed and re-enacted to read as follows:

55. Every note, sale or contract for the sale of goods and
chattels, wherein the title thereto, or a lien thereon, is reserved
until the same be paid in whole or in part, or the transfer of
title is made to depend upon any condition therein expressed
and possession is to be delivered to the vendee, shall, in respect
to such reservation and condition, be void as to third parties
without notice until such note, sale or contract be in writing.,
signed by the vendee, and be recorded in the Clerk's office of
the Superior Court of Baltimore City, or in the Clerk's office
of the Circuit Courts of the various counties, as the case may
be, where the vendee resides, or in the case of a corporate or
partnership vendee, then where such vendee has its principal
place of business in the State of Maryland; and such record-
ing shall be sufficient to give actual or constructive notice to
