such person shall fail or neglect to repay the Commission
the expense thereby incurred by him, within thirty days
after written demand shall have been mailed to the said
owner or occupant at his last known post office address, the
Commissioner is hereby authorized to bring suit in the
name of the State to recover such expenses, with interest,
in any Court of competent jurisdiction.
56H. No regulation, adopted by the Insurance Commis-
sioner pursuant to the provisions of this sub-title, shall be
applicable in any county, municipal or public corporation,
special district or political sub-division of the State now or
hereafter having duly adopted laws, ordinances or regula-
tions covering the same subject matter dealt with in any
regulation so adopted by the Commissioner.
SEC. 2. And be it further enacted, That this Act shall
take effect on June 1, 1935.

CHAPTER 471.
AN ACT to authorize and empower the Mayor and City
Council of Ocean City, a municipal corporation, in Wor-
cester County, subject to the approval by a majority of
the qualified voters in the town of Ocean City, in said
County, to install, erect, equip, maintain and operate an
electric lighting plant and lighting system, for the pur-
pose of lighting the streets, avenues, alleys and ways of
the town of Ocean City, and vicinity, and for other
municipal purposes, and for supplying light, heat and
power to the citizens of Ocean City and vicinity, and to
borrow money upon the credit of the said municipal cor-
poration, and to issue negotiable, interest-bearing coupon
bonds, in a principal amount not to exceed one hundred
and fifty thousand dollars ($150, 000. 00), and to provide
for the payment of the same with interest thereon, and
to use the proceeds of the sale of said bonds to pay for
the erection, installation, maintenance and operation of
said electric lighting plant and lighting system, and to
authorize the acquiring of the necessary property, real
and personal, within the corporate limits of the town of
Ocean City, and outside the said corporate limits, that
may be necessary for the installing of the said plant and
