due on the first day of July next succeeding their levy, and
shall bear interest from that date, provided that begin-
ning with the calendar year 1936 one-half of the total
amount of taxes then due on any piece or parcel of prop-
erty, real or personal except taxes on Motor Vehicles shall
be accepted by the Treasurer of Prince George's County and
credited by him on account of payment of the total of said
taxes at any time prior to the first day of November next
succeeding, and interest in the event of payment of one-
half of said taxes as aforesaid, shall be charged on the un-
paid one-half of said taxes from the first day of July. On
such as remain unpaid after the first day of November
following, there shall accrue, in addition to the said inter-
est, a penalty of 1/2 of one per-cent. for each whole month
that they may elapse thereafter, until payment or a sale for
default which is finally ratified by the Court. Provided,
however, that the County Commissioners of Prince
George's County are hereby authorized and directed to levy
in the year 1936 and each year thereafter such sums of
money to pay to the Treasurer of said county such amount
as may be necessary to carry out the object and purpose of
this Act.
SEC. 2. Be it further enacted, That this Act shall take
effect June 1, 1935.

CHAPTER 451.
AN ACT to repeal and re-enact, with amendments, Sec-
tion 19 of Article 101 of the Annotated Code of Maryland,
1924 Edition, title "Workmen's Compensation, " sub-title
"State Accident Fund, " so as to permit the State Indus-
trial Accident Commission to establish a merit rating
system, for the fixing of insurance rates of the State
Accident Fund.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 19 of Article 101 of the Annotated
Code of Maryland, 1924 Edition, title "Workmen's Com-
pensation, " sub-title "State Accident Fund, " be and the
same is hereby repealed and re-enacted with amendments
to read as follows:
19. It shall be the duty of the Commissioner to clas-
sify any industries subject to this Article mentioned or not
mentioned which are insured in the State Accident Fund,
