Hundred ($100. 00) Dollars or any multiple thereof and
shall mature and become payable not over fifteen years
from the date thereof; and said bonds and interest thereon
shall be exempt from all state, county, and municipal taxa-
tion in the State of Maryland; and upon the procuring of
said loan or the sale of said bonds, the County Commission-
ers of Allegany County are hereby authorized and directed
to give all the proceeds of said loan or sale to the Commis-
sion to be used by it in carrying out the purposes and
intentions of this Act and thereafter they are hereby au-
thorized and directed to make a special tax levy upon the
assessable property of said County annually from year to
year so long as the same may be necessary to meet all the
interest and principal payments which may become due
upon said loan or bonds according to the original tenor
of either provided, however, that before said County Com-
sioners shall borrow any of said money or issue said bonds
or any of them, the question of the advisability of making
such a capital outlay or expenditure shall be first submit-
ted to a vote of the qualified voters of Allegany County,
after adequate notice thereof by advertisement, at either
a general election or at a special election called for that
purpose and if, at the election where said question is sub-
mitted, the number of ballots cast upon said question and
reading "Against the Upper Potomac River Control Capi-
tal Expenditure of ——————————— Thousand Dollars"
(Amount of Bond Issue to be inserted) shall exceed the
number of ballots cast upon said question and reading
"For the Upper Potomac River Capital Expenditure of
——————————— Thousand Dollars" (amount of Bond
Issue to be inserted) then the provisions of this Section
of this Act and only this Section of this Act shall be void
and inoperative and no loan shall be made and no bonds
sold hereunder for said purpose by said County Commis-
sioners of Allegany County.

SECTION 8. And be it further enacted, That it shall be
unlawful for any person or persons to violate or interfere
with any regulations of said Commission for the flow of
said waters, or to interfere with the operations of said
dams, reservoirs, machinery and appurtenances thereof.
Any person or persons who shall violate any of the pro-
visions of this Section shall be deemed guilty of misde-
meanor and upon conviction before any Justice of the
Peace or by the Circuit Court of the County in which such
offense is committed, shall be subject to a fine not exceed-
ing One Hundred Dollars, or confinement in the County
