CHAPTER 396.

AN ACT to add two new sections to Article 78A of the Code
of Public General Laws of Maryland, 1924 Edition, as en-
acted by Chapter 32 of the Acts of the Special Session of
the General Assembly of 1933, title "Public Works—
Board of, " sub-title "Maryland Emergency Housing and
Park Commission, " said new sections to follow immedi-
ately after Section 19 of said Article, and to be known as
Sections 20 and 21, extending the powers of the Maryland
Emergency Housing and Park Commission; authorizing
any municipality, county or local sub-division of the State
to co-operate with the Commission, and the United States
of America, by conveying, leasing or donating property,
or rendering services, in connection therewith; authoriz-
ing municipalities to open, close or maintain streets or to
plan or zone areas within their corporate limits; to au-
thorize the Board of Public Works to allocate funds to
said Commission for administrative purposes out of funds
appropriated by the General Assembly, and to authorize
any county or municipality to make donations or advances
to said Commission in aid of public works as defined in
this Article.

WHEREAS, unsanitary and unsafe dwelling accommoda-
tions exist in various areas of the State, and consequently
many persons of low income are forced to reside in such
dwelling accommodations; and

WHEREAS, these conditions cause an increase in and
spread of disease and crime and constitute a menace to the
health, safety, morals and welfare of the citizens of the
State and impair economic values; and

WHEREAS, the clearance, replanning and reconstruction
of the areas in which unsanitary or unsafe housing con-
ditions exist and the providing of safe and sanitary dwell-
ing accommodations for persons of low income are public
uses and purposes for which private property may be ac-
quired; and

WHEREAS, it is in the public interest that work on such
projects be instituted as soon as possible in order to re-
lieve unemployment which now constitutes an emergency.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That two new sections be and the same are
hereby added to Article 78A of the Code of Public General
Laws of Maryland, 1924 Edition, as enacted by Chapter
32 of the Acts of the Special Session of the General As-
