CHAPTER 386.
AN ACT to repeal and re-enact, with amendments, Section
354 of Article 27 of the Annotated Code of Maryland
(1924 Edition), title "Crimes and Punishments, " sub-
title "Manslaughter, " providing for the punishment of
manslaughter, and the punishment of manslaughter
wherein death ensues as a result of the driving, operat-
ing or controlling of an automobile, motor vehicle or
other vehicle.

CHAPTER 387.
AN ACT to authorize and empower every county, city, in-
corporated town or other taxing district of this State to
meet the current emergency created by accumulated tax
delinquencies by the abatement of interest and penalties
accrued on taxes levied for the fiscal year 1933 or for
any fiscal year prior thereto and/or to provide for the
collection of any such delinquent taxes plus accrued in-
terest and penalties in instalments over a period of five
years.
WHEREAS, there is found to exist in this State an unpre-
cedented financial emergency as a result of which tax de-
linquencies have occurred in large amounts causing con-
siderable embarrassment and distress to many of the tax-
ing units of this State; and
WHEREAS, in order to alleviate said financial embarrass-
ment and distress, to induce the payment of such delin-
quent taxes, to provide needed revenue, to avoid tax sales
and for other purposes.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the governing body of every county, city,
incorporated town or other taxing district of this State be
