unauthorized grading by any state, municipal or county
officer or employee or any private person, is hereby de-
clared to be a misdemeanor.

The County Commissioners of Allegany County shall
adopt regulations governing the subdivision of land within
Allegany County. Such regulations may provide for the
proper arrangement of streets in relation to other existing
and planned streets and to the County Commissioners of
Allegany County's general plan, for adequate and conveni-
ent open spaces for traffic, utilities, access of fire-fighting
apparatus, recreation, light and air, and for the avoidance
of congestion of population, including minimum width and
area of lots.

Such regulations may include provisions as to the extent
and manner in which streets and other ways, curbs, gut-
ters and sidewalks shall be graded, improved and arranged,
and details of tree planting and other subdivision improve-
ments. In lieu of the completion of such improvements
prior to the approval of the plat, the County Commission-
ers of Allegany County may accept a bond with surety to
secure to the County Commissioners of Allegany County
the actual construction and installation of such improve-
ments and developments as a time and according to speci-
fications fixed by or in accordance with the regulations of
the County Commissioners of Allegany County. The County
Commissioners of Allegany County is hereby granted the
power to enforce such bond by all appropriate legal and
equitable remedies.

SEC. 2. And be it further enacted, That this Act shall
take effect on the first day of June, 1935.

CHAPTER 332.

AN ACT to add six new sections to Article 17 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Prince George's County, " sub-title "Colmar Manor, " said
new sections to be known as Sections 257A to 257F, in-
clusive, and to follow immediately after Section 257 of
said Article, to authorize and empower the Mayor. and
Town Council of Colmar Manor, in Prince George's Coun-
ty, a municipal corporation, to improve and construct
roadways, alleys, curbs, sidewalks and gutters in said
