Either party to any action or suit under this Article to
which the Commission is a party within twenty days after
service of a copy of the order or judgment of any court of
Baltimore City or of the Circuit Court of any county, may
appeal to the Court of Appeals of Maryland. Where an ap-
peal is taken, the cause shall, on the return of the record
of the proceedings to the Court of Appeals of Maryland,
be immediately placed on the dockets of the then pending
term of the Court of Appeals, and shall be assigned and
brought to a hearing in the same manner as other causes
on the docket.
15G. Any person failing to comply with the require-
ments of, or violating any of the provisions of this Article,
or the rules and regulations for the enforcement of this
Article made by the State Aviation Commission, shall be
guilty of a misdemeanor and punishable by a fine of not
more than five hundred dollars, or by imprisonment for not
more than ninety days or both, all said fines to be paid into
the State Aviation Fund as hereinafter provided for.
15H. There is hereby created a fund to be known as the
"State Aviation Fund. " All moneys received from all fines,
the licensing of airports, landing fields, air schools, or other
licenses issued under the provisions of this Article, shall be
paid into the State Treasury and credited to such fund.
15-1. Any moneys or fees coming into the hands of the
said Commission may be used for the necessary expenses
of the Commission essential to the carrying out of this
Article but no overdraft shall be created by reason of any
such expenditures.
32A. The powers conferred upon local legislative bodies
and County Commissioners by Sections 27 to 32, inclusive,
shall include acquisition of property for an airport to be
maintained by any common carrier or carriers of passen-
gers or freight by air; and when any such local legislative
body or Board of County Commissioners has contracted
with any such common carrier to acquire any such airport
and sell the same to such common carrier, it may borrow
not exceeding the amount of the purchase price under said
contract and use said moneys for acquisition of said prop-
erty by purchase, condemnation or otherwise.
SEC. 5. And be it further enacted, That this Act shall
take effect June 1, 1935.
