207D. Any person, firm, association or corporation
making sale, consignment, shipment, or delivery of inedible
eggs in the shell or in broken-out mass, shall file with the
State Board of Health, not later than the date of the trans-
action, a duplicate or certified copy of the invoice, the bill
of lading, or other paper which shall show the name of the
consignor, consignee, carrier, if any, and the date and
amount of the transaction. In case of shipment from an-
other State, the District of Columbia, or a foreign country,
the first receiver of such shipment shall file with the State
Board of Health a notice of receipt of shipment and shall
not use, sell, offer for sale, or otherwise dispose of same
before the same shall have been inspected by the State
Board of Health.

207E. The final determination as to meeting the provi-
sions of this Act for inedible eggs in the shell shall be made
by candling and for inedible broken-out eggs by the meth-
ods approved or indicated by United States Department of
Agriculture Bulletin 846.

207F. The State Board of Health is hereby authorized,
empowered and directed to administer and enforce the
provisions of this Act and to define, promulgate and en-
force such rules and regulations as may be, deemed neces-
sary therefor.

In carrying out the provisions of this Act, the State
Board of Health, or its duly authorized agent, shall be
authorized and empowered to enter, during the usual hours
of business, any warehouse, storehouse, store, market, or
any other building or place or carrier, conveyance or vehi-
cle at, in, on or from which any eggs in the shell, or in
broken-out mass, are used, stored, sold, offered or exposed
for sale, or where eggs are canned, frozen or broken out,
or where used for human and/or animal food, or in the
preparation of same, and to examine any and all such eggs
and f any invoice, bill of lading, or other papers relating
thereto for the purpose of determining whether the provi-
sions of this Act shall have been violated.

For the purpose of enabling said Board to administer
and enforce the provisions of this Act, the sum of eighteen
hundred ($1800. 00) dollars shall be appropriated annually
to said Board.

207G. Any person, firm, association or corporation
who violates any of the provisions of this Act or any rule
or regulation made thereunder for its enforcement, or
