health and public welfare, it is hereby declared that the
production, transportation, delivery processing, storage,
distribution and sale of milk in the State is a business
affecting the public health and affected with a public
interest, and it is hereby declared to be the legislative in-
tent that this Act shall be an emergency measure enacted
for the purpose of regulating and controlling the milk
industry in this State for the protection of the health, wel-
fare and comfort of the inhabitants thereof.
SEC. 3. And be it further enacted, That this Act shall
terminate on June 1, 1937, unless it is extended by act of
the General Assembly of Maryland.
SEC. 4. And be it further enacted, That all Public
General Laws and public local laws of this State inconsis-
tent with the provisions of this Act be, and the same are
hereby repealed to the extent of such inconsistency; but
nothing in this Act shall be deemed to repeal, change or
modify in any manner whatsoever any of the provisions of
the Public Service Commission laws of this State.
SEC. 5. And be it further enacted, That the sale of
cheese and butter are hereby exempted from the provisions
of this Act.
, SEC. 6. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 311,
AN ACT to add seven new sections to Article 23 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Wicomico County, " said new sections to be known as
Sections 15A, 15B, 15C, 15D, 15E, 15F and 15G, to follow
immediately after Section 15 of said Article and to be
under a new sub-title, entitled "Coal" prescribing certain
regulations and license fees in regard to the sale, delivery
and weighing of coal in the City of Salisbury and mak-
