(h) To require the butter fat content of milk and
cream received by the distributors from producers to be
determined by independent laboratories or qualified per-
sons approved by the Commission and copies of the tests
made shall be filed with the Commission, the payers of
the costs thereof to be determined by the Commission.
The foregoing enumeration of powers of the Commis-
sion shall not derogate from or prejudice any other power
expressly or impliedly granted to the Commission by any
other provision of this Act.
Section 4. (A) Whoever, being a milk dealer, as de-
fined in this Act, engaged in business in any manner as
such, except as provided in sub-section (a) of section 3,
without being licensed as provided in this Act, or wilfully
makes any false statement in his application for a license,
filed pursuant to this Act, or wilfully disobeys or fails to
observe or comply with the provisions of this Act or any
lawful rule or order of the Commission, prescribed under
the provisions of this Act, or knowingly purchases milk
from or sells milk to an unlicensed milk dealer or to a milk
dealer whom he has reason to believe is operating in viola-
tion of this Act, or of any rule, order or regulation adopted
pursuant thereto, shall be guilty of a misdemeanor and
upon conviction thereof shall be fined not more than one
hundred dollars or imprisoned not to exceed six months,
or both. Each day on which such milk dealer continues to
violate the provisions of this Act or any lawful rule or or-
der of the Commission shall be deemed a separate offense.
(B) Whoever, being a producer, as defined in this Act,
supplies milk to a milk dealer doing business in this State,
in a marketing area established by the Commission here-
inafter provided in this Act without securing a permit or
wilfully disobeys or fails to observe or comply with this
Act or any lawful rule or order of the Commission pre-
scribed under the provisions of this Act or knowingly sells
milk to an unlicensed milk dealer or to a milk dealer whom
he has reason to believe is operating in violation of this
Act or of any rule, order or regulation adopted pursuant
thereto, shall be subject to the revocation of his permit by
the Commission.
Section 5. Within 30 days after this Act takes effect,
or within such extended time as the Commission by general
rule may prescribe, or before commencing business:
Each milk dealer, as defined in this Act, except as
provided in sub-section (a) of section 3, shall apply to the
