for the payment of such persons, and may require any such
employee to give bond with surety approved by and in
a sum to be fixed by the Board. Each member of the Board
of Examiners and Registration of Architects shall take the
oath of office as prescribed by the Constitution of the
State of Maryland.

Section 392. Duties of Board. The Board of Examiners
and Registration of Architects shall have the power to
make rules and regulations to carry out the provisions of
this Act and when made and promulgated shall have the
same effect as if said rules and regulations were contained
in this Act. The said Board shall also hold at least two
meetings per year and as many other meetings as may be
necessary for the purpose of conducting examination of
candidates for registration.

They shall keep a record of all of their proceedings and
make an annual report to the Governor of the State, and
shall also have power to adopt a seal.

All expense incurred by members of the Board of
Examiners and Registration of Architects shall be paid out
of the revenue derived from the various sources incident
to the administration of this Act and in accordance with
the rules and regulations adopted by said Board. They shall
not have the power to incur any expense to bind the State
of Maryland for any obligation or the payment of any
money or funds, it being the intent of this Act that the
entire expense for administering the affairs of said Board
shall be paid out of the income derived from licenses and
fees as herein provided.

A majority of the Board shall constitute a quorum and
no Certificate of any Registered Architect shall be revoked
as hereinafter provided, except upon the affirmative vote of
at least three of the members of said Board.

Section 393. Applicants for Registration—Qualifica-
tions. All applicants for license or registration shall be of
good moral character, a citizen of the United States of
America, shall have had four years of High School educa-
tion, or its equivalent, plus three years of an Architectural
office working under an experienced Architect. There shall
be four classes of applicants for licensing or registration
which are defined as follows:

(a) Class A Applicants consisting of all persons apply-
ing for examination who have been engaged in the inde-
pendent professional practice of architecture as a principal
for less than ten years.
