ing members to the Department and the methods of pro-
motion within the Department; for the creation of a
Police School; for the duties of the employees of the De-
partment, including the grant of state wide police powers
to police employees; for co-operation with other Police
Departments; for the detention of prisoners; that all em-
ployees shall be under the Merit System; and such other
matters as may be necessary and incidental to the crea-
tion of such a Department and a more efficient adminis-
tration of the criminal law.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new article to be known as Article 88-B,
and to be under a new title to read as follows: "State
Police, " be added to the Code of Public General Laws of
Maryland, 1924 Edition, said Article to follow immediately
after Article 88-A, of the Code of Public General Laws of
Maryland, 1924 Edition, and to contain twenty-nine sec-
tions, to be known as 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13,
14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28 and 29.

1. This Act shall be cited as the "State Police Act. "

2. The following words and phrases as used in this Act
shall have or include the following meanings:

(a) "Department" shall mean the "Department of
Maryland State Police" as created by this Act.

(b) "Employee" shall mean any employee of the
Department.

(c) "Police Employees" shall mean any employee
who is assigned to police work as a peace officer, pur-
suant to Section 19 of this Act.

(d) "Civilian Employee" shall mean any employee
assigned to a position other than that of police
employee.

(e) "Motor Vehicle" shall include motor cycle,
motor cycle and side car, and any motor vehicle de-
signed, constructed or intended to be propelled or
drawn by any power other than muscular power, ex-
cept such vehicles as run only upon rails or tracks.

(f) "Merit System" shall mean and include Article
64-A of the Code of Public General Laws of Maryland,
1924 Edition, as said Article has been amended by any
and all subsequent legislation.

(g) "State Employment Commissioner" shall mean
the State Employment Commissioner as set forth in
the Merit System.
