taxes or special assessments in Baltimore County, and
providing for repeal of all inconsistent laws or parts of
laws, and for partial invalidity and for emergency adop-
tion hereof.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That one new section be added to Offutt's Re-
vised Code of Public Local Laws of Baltimore County,
Edition of 1929, title No. 12, "Clerk of the Court" (Flack's
Code, 1930, Article 3), said new section immediately to
follow Section 123 of said Offutt's Code (Flack's Code,
1930, Article 3, Section 123) and to be known as Section
123A and to read as follows:

Section 123A. Taxing among the costs and/or collection
by the Clerk of the Circuit Court for Baltimore County, or
others, of any appearance fees in all suits at law or in
Equity dealing with the collection and/or payment of taxes,
assessments, special assessments and/or Metropolitan Dis-
trict charges for Baltimore County, is hereby abolished and
prohibited.

SEC. 2. And be it further enacted, That any and all
other laws or parts of laws, whether general or local, incon-
sistent with the provisions of this Act, be and the same are
hereby repealed to the extent of such inconsistency.

SEC. 3. And be it further enacted^ That should any por-
tion or portions of the Act be held invalid for any reason
whatsoever, such invalidity shall not be construed as affect-
ing the validity of the remainder of this Act or any part
thereof, it being the legislative intent that said remainder
of the Act shall stand in full force and effect notwithstand-
ing any partial invalidity.

SEC. 4. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
having been passed upon a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.
