SEC. 3. And be it further enacted, That should any por-
tion or portions of the Act be held invalid for any reason
whatsoever, such invalidity shall not be construed as affect-
ing the validity of the remainder of this Act or any part
thereof, it being the legislative intent that said remainder
of the act shall stand in full force and effect notwithstand-
ing any partial invalidity.
SEC. 4. And be it further enacted^ That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
having been passed upon a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 272.
AN ACT to repeal and re-enact with amendments Chapter
79, Section 11 of the Acts of the General Assembly of
Maryland of 1908, codified as Section 511 of Article 17 of
the Code of Public Local Laws of Maryland (1930 Edi-
tion), entitled "Prince George's County, " sub-title
"Hyattsville, " sub-heading Town Officers, relating to
the appointment of town officials by the Mayor and Com-
mon Council of Hyattsville.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Chapter 79 Section 11 of the Acts of the
General Assembly of Maryland of 1908, codified as Sec-
tion 511 of Article 17 of the Code of Public Local Laws of
Maryland, (1930 Edition) entitled "Prince George's
County" sub-title "Hyattsville" sub-heading Town Officers,
be and it is hereby repealed and re-enacted with amend-
ments to read as follows:
511. The Mayor and Common Council of Hyattsville
may annually appoint such town officials including an at-
torney, a clerk, a building inspector, an electrical inspec-
tor, a fire marshal, or such of them that they may deter-
mine to appoint, and such other officers or employees as
they may deem necessary, at such compensation or with-
