serve the peace and good order of the town, to arrest with-
out warrant and to take before a Justice of the Peace any
person found violating any ordinance, resolution or regu-
lation of the town or any law of this State, or upon warrant
issued on complaint of others to arrest any person charged
with the violation of any ordinance, resolution or regula-
tion of the town or any law of the State, and to take them
before a Justice of the Peace to be dealt with according to
law, and whenever necessary to incarcerate an offender in
such place as may be provided by law, until a speedy trial
can be had; and for these purposes said policemen or bail-
iffs so appointed by the Mayor and Common Council are
hereby vested with the same powers and authority as are
now possessed by constables under the laws of the State
within the corporate limits of the Mayor and Common
Council; and the said Mayor and Common Council may at
its discretion designate one of said policemen or bailiffs as
chief of police; and, the senior policeman or chief bailiff or,
if the Mayor and Common Council has appointed a chief of
police, then the chief of police shall attend the meetings of
the Mayor and Common Council and said officer shall re-
port in writing all violations of the law brought to his sight
or knowledge within the time of the said report and the
actions in the premises which said report shall be filed and
recorded among the proceedings of the Mayor and Common
Council. Each policeman or bailiff so appointed shall be
appointed for such period of time and at such compensation
as the Mayor and Common Council may determine and shall
perform such other duties as the Mayor and Common Coun-
cil shall direct.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1935.

CHAPTER 271.
AN ACT to add three new sections to Offutt's Revised Code
of Public Local Laws of Baltimore County, Edition of
1929. title No. 14 "County Treasurer" (Flack's Code,
1930. Article 3), said new sections to immediately follow
Section 153 of said Code and to be known as Sections
153A, 153B and 153C, authorizing the County Commis-
sioners of Baltimore County to provide for payment, with
