cast "Against the Purchase of the Water Company" than
"For the Purchase of the Water Company, " then in that
event the provisions of this Act shall not become effective.
In the event the question is submitted to the voters at a
special election then the Burgess and Commissioners are
hereby authorized to provide by ordinance all such rules and
regulations as it may think proper concerning the holding of
said election, the place or places of voting, the hours of vot-
ing, the appointment of judges and clerks of election, the
casting and counting of ballots, the filing of the returns of
the election, and all such other reasonable rules and regula-
tions as it may think proper. In the event the question is
submitted to the voters at said general election then the
rules and regulations relating to general elections shall
apply.
SEC. 8. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and being passed upon a yea and nay vote supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 253.
AN ACT to authorize and empower the County Commis-
sioners for Frederick County to issue and sell serial
coupon bonds in an amount not exceeding Three Hundred
and Twenty-two Thousand and Seven Hundred ($322, -
700) Dollars, par value, and to expend the proceeds
therefrom for the purpose of redeeming and paying off
the bonds heretofore issued by the County Commission-
ers for Frederick County pursuant to Chapter 483 of the
Acts of the General Assembly of Maryland, passed at the
session of 1900, under the provisions of which said
County Commissioners issued and sold One Hundred
Eighty-eight Thousand and Seven Hundred ($188, 700)
Dollars of bonds; and also for the purpose of redeeming
and paying off the unredeemed portions of bonds hereto-
fore issued by said Commissioners pursuant to the fol-
lowing other acts of the General Assembly of Maryland:
