Sewage Disposal, " then this Act shall be of no effect, pro-
vided, however, that the said President and Commissioners
of North East may, in their discretion, re-submit the said
question at any other special election, or special elections,
to be held for such purpose in the manner aforesaid, and
they shall be required to re-submit the question at any reg-
ular election upon the signed petition of fifty residents of
the Town of North East, and when so re-submitted and
favorably passed upon by the voters as aforesaid, the provi-
sions of this Act shall become immediately effective.

SEC. 19. And be it further enacted, That this Act is
hereby declared to be an emergency law, necessary for the
preservation of public health and safety, and being passed
upon a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of
its passage.

CHAPTER 244.

AN ACT to repeal and re-enact, with amendments, Sec-
tion 547 of Article 7 of the Code of Public Local Laws
of Maryland (1930 Edition), title "Carroll County, " sub-
title "Westminster. "

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 547 of Article 7 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Car-
roll County, " sub-title "Westminster, " be and it is hereby
repealed and re-enacted, with amendments, to read as fol-
lows:

547. The Mayor and Common Council of Westminster,
may levy annually a general tax on the property in said
corporation assessed as aforesaid, not exceeding fifty-
five cents on every one hundred dollars of the assessed
valued thereof, which shall be a lien on said property, real,
personal and mixed, of the taxpayers of said city, respec-
tively, until paid; and interest shall be chargeable on such
taxes after thirty days from the time when the same are
due and payable; and they shall be due and payable thirty
days from the date of levying the same. The said munici-
