SEC. 16. And be it further enacted, That every act or
omission designated as a misdemeanor in this Act, unless
otherwise provided, shall be punishable before a Justice of
the Peace, or the Circuit Court for Cecil County, and shall
be brought by warrant or indictment upon the oath or in-
formation of any member of said President and Commis-
sioners of North East, or any employee thereof, and the
offender shall, upon conviction, be subject to a fine not
exceeding One Hundred Dollars, or thirty days in the
County Jail, or both, in the discretion of the Court. Where
such act or omission is of a continuous nature, and is per-
sisted in, in violation of the provisions of this Act, or any
rule or regulation formulated thereunder, a conviction from
one offense shall not be a bar to a conviction for a continua-
tion of such offenses subsequent to the first or any succeed-
ing conviction.

SEC. 17. And be it further enacted, That all acts and
parts of acts inconsistent with the provisions of this Act,
be, and the same are hereby repealed to the extent of their
inconsistency, provided that nothing herein contained shall
be taken as affecting Chapter 810 of the Acts of the Gen-
eral Assembly of Maryland of 1914, nor as restricting any
control which the State Board of Health of Maryland is
empowered to exercise within the corporate limits of the
Town of North East.

SEC. 18. And be it further enacted, That the President
and Commissioners of North East be, and they are hereby,
authorized, empowered, and directed to call a special elec-
tion, which said special election shall be held in the same
manner, after publication of the same notice, and con-
ducted by the same officers who conduct the regular elec-
tion of the President and Commissioners of North East, and
submit to the qualified voters of the Town of North East
the question whether bonds shall be issued for said system
of water supply and sewage disposal, including a sewage
disposal plant, in North East, and at such special election,
or elections, the ballots cast upon such question shall have
the words "For Bond Issue for System of Water Supply and
Sewage Disposal" thereon, and if a majority of the votes
cast upon said question shall be "For Bond Issue for Sys-
tem of Water Supply and Sewage Disposal, " then the
President and Commissioners of North East, or a majority
of them, shall proceed to execute the power vested in them
by this Act. If, however, a majority of the votes cast shall
be "Against Bond Issue for System of Water Supply and
