are used, or for interest and principal on outstanding bonds,
if serial bonds are used, and the balance remaining to be
raised shall be the amount to be collected by taxation as
provided under Section 5.

SEC. 12. And be it further enacted. That f or the pur-
pose of providing funds for maintaining, repairing, and
operating their system of water supply and sewage dis-
posal, including overhead expenses and property deprecia-
tion allowance, said President and Commissioners of North
East shall be empowered and directed to make such serv-
ice rates as they may deem necessary, chargable against all
properties having a connection with any water and sewer
main under their ownership. Said rates shall be uniform
throughout the Town of North East, but subject to change
from time to time, as necessary. The rates for water serv-
ice shall consist of a minimum or ready-to-serve charge
which shall be based upon the amount of water passing the
meter during the period between the last two readings, said
meter being required to be placed on each water connec-
tion by, and at the sole expense of the President and Com-
missioners of North East; or, if said President and Com-
missioners of North East may deem advisable, in lieu of a
meter charge, a fixed charge per quarter of a year, based
on the number of spigots and other outlets attached to a
water connection. The rates for Sewer Service shall be
whatever connection charge said President and Commis-
sioners of North East may deem advisable and fair. Bills
for the amount of the charges as specified for water serv-
ice shall be sent quarterly or semi-annually, as the Presi-
dent and Commissioners of North East may determine, to
each property served, and shall thereupon be payable at the
office of the President and Commissioners of North East;
and if any bill shall remain unpaid after thirty days from
date of sending, the President and Commissioners of North
East shall, after written notice to be left upon the premises
or mailed to the last known address of the owner, turn off
the water from the property in question and it shall not be
turned on again until said bills shall have been paid. If
any bill shall remain unpaid for sixty days after being sent
out by the President and Commissioners of North East, it
shall be collectible against the owner of the property
served, in the same manner as other debts are collectible
in the Town of North East. Bills for sewer connections
shall be paid before said connections are made.

SEC. 13. And be it further enacted, That the President
and Commissioners of North East may enter upon any
