Maryland (1930 Edition), title "Washington County, " sub-
title "Williamsport, " said new sections to be known as Sec-
tion 864A and Section 864B, to follow immediately after
Section 864 of said Article, and to read as follows:
864A. When the sewerage system of the Town of Wil-
liamsport, or any portion thereof, shall be in actual opera-
tion and in a condition to collect, transmit and dispose of
domestic or house sewage, the Sewerage Commission here-
tofore established by Chapter 86 of the Acts of the General
Assembly of Maryland, Special Session of 1933, shall notify
the Burgess and Commissioners of Williamsport of that
fact and impart to it the metes and bounds of said portion
of said sewerage system in such state of preparedness and
it shall thereupon become the duty of the Burgess and
Commissioners of Williamsport to require all such owners
of property within such metes and bounds, at such owners
own cost and expense, within a period of two years there-
after to connect their respective house drains at their re-
spective property lines with said sewerage system, and said
Burgess and Commissioners of Williamsport shall have full
power and authority to require property owners to clean
out and fill up their respective privy sinks, wells, cess pools,
or other sewerage or drainage receptacles, and to abandon
the use of their existing arrangements of every sort for the
disposal of sewerage or drainage, under the directions and
control of said Burgess and Commissioners of Williams-
port; and full power is hereby conferred upon the Burgess
and Commissioners of Williamsport to pass any ordinance
or ordinances and provide for any remedial proceedings or
processes or for any penalty or penalties that may be neces-
sary, in its judgment, to enable the said Burgess and Com-
missioners of Williamsport to properly and effectively com-
ply with any of the obligations hereinbefore imposed upon
it by this Act, and to keep the drainage connections be-
tween said respective property lines and said sewerage sys-
tem free from obstruction and in good working order; and
to do any and all things reasonably necessary to be done to
compel said owners of said property to place and maintain
the same in relations of full cooperation with said sewerage
system.
864B. The said Burgess and Commissioners of Williams-
port shall have full power and authority, by ordinance only,
to fix, establish and adjust reasonable sewer rents, rates
and charges for the use of said sewers by individuals, firms
and corporations, and in said ordinance or ordinances make
