interest in the agreement or contract or claim, as afore-
said, as the case may be.
SEC. 4. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and being passed upon by a yea and nay vote supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly the same shall take
effect from the date of its passage.

CHAPTER 176.
AN ACT to add one new section to Article 3 of the Public
Local Laws of Maryland, Flack's Code (Edition of 1930),
title "Baltimore County, " sub-title "County Commission-
ers, " said new section to be known as Section 135B and
to follow Section 135A, as enacted by Chapter 122 of the
Acts of the General Assembly of 1933, authorizing the
County Commissioners of Baltimore County to borrow
upon the faith and credit of said County at any time and
from time to time on or before June 1st, 1937, sums not
exceeding at any one time five hundred and fifty thousand
dollars ($550, 000. 00) in the aggregate actually outstand-
ing under this section, said Section 135A and Section 126
of said Article 3, and authorizing the issuance of notes
therefor, maturing on or before June 1st, 1938; and fur-
ther providing for the repayment of any such sums, to-
gether with interest thereon, by taxes levied upon the
assessable property of said County, and that partial. in-
validity shall not affect the remainder.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That one new and additional section be and it
is hereby added to Article 3 of the Public Local Laws of
Maryland, Flack's Code (Edition of 1930), title "Baltimore
County, " sub-title "County Commissioners, " said new sec-
tion immediately to follow Section 135A as enacted by
Chapter 122 of the Acts of the General Assembly of 1933
and to be known as Section 135B, and to read as follows:
Section 135B. At any time and from time to time on
or before the first day of June, 1937, whenever the amount
