either to the person or to the place wherein the law has
been violated for a period of six months, and upon the
suppressing of said license, there shall be no return of the
license money to the licensee.
SEC. 1A. And be it further enacted, That all laws, pub-
lic general and public local, and particularly Chapter 2 of
the Acts of the Extraordinary Session of 1933, inconsistent
with the provisions of this Act, be and they are hereby
repealed to the extent of such inconsistency.
SEC. 2. And be it further enacted,. That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety
and being passed upon by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
May 1, 1935.

CHAPTER 128.
AN ACT to repeal and re-enact with amendments Section
156 of Article 8 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Cecil County, " sub-title "Coun-
ty Taxes, " relating to the payment of taxes and the duties
of the County Treasurer in the collection of taxes.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 156 of Article 8 of the Code of Pub-
lic Local Laws of Maryland (1930 Edition), title "Cecil
County, " sub-title "County Taxes, " be and it is hereby re-
pealed and re-enacted, with amendments, so as to read as
follows:
156. On and after the first day of October in each and
every year taxes shall be deemed in arrear, and upon all
taxes remaining unpaid after that date interest shall be
charged and collected from the said first day of October
until said taxes are paid, and immediately after the first
day of October the treasurer shall cause notice to be given
to each delinquent, showing the amount of his assessment,
the taxes due thereon and the charges that have been
added, and warning said delinquent that unless settlement
