SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1935.

CHAPTER 118.

AN ACT to repeal Section 4 of Chapter 433 of the Acts
of 1931, which said Act authorizes the issuance of certifi-
cates of indebtedness of the Mayor and City Council of
Baltimore not exceeding five million dollars ($5, 000, -
000. ) for paving and other purposes, and to re-enact the
said section with amendments, so as to permit any ordi-
nance of the Mayor and City Council of Baltimore sub-
mitted to the legal voters of Baltimore City under au-
thority of said Chapter 433 of the Acts of 1931 to pro-
vide for the entire issue of said certificates of indebted-
ness or the issue of any part thereof, and declaring this
Act to be an emergency law.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 4 of Chapter 433 of the Acts of
1931 be and the same is hereby repealed and re-enacted
with amendments so as to read as follows:

"Section 4. That any ordinance of the Mayor and City
Council of Baltimore submitted to the legal voters of Balti-
more City under the authority of this Act, shall provide
for the entire issue of certificates of indebtedness or
for the issue of any part thereof, and shall further provide
for the expenditure of the proceeds thereof in accordance
with the provisions of the Charter of Baltimore, and by
the municipal agency designated in the annual ordinances
of estimates of the Mayor and City Council of Baltimore. "

SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.
