694. The members of the Montgomery County police
appointed, as aforesaid, be and they are hereby required
to report to the Chief of Police immediately after their
appointment and qualification, and shall be at all times
under the supervision and orders of the said Chief of
Police. Each of the members as aforesaid shall at all times
while on duty, unless otherwise ordered by the Chief of
Police, wear such uniforms and equipment as may be pre-
scribed by the County Commissioners. The Chief of Police
shall at all times be under the supervision and order of the
County Commissioners, and he may at any time with or
without cause or notice be removed from office by the
Board of County Commissioners.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and being passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 10.
AN ACT to enable The Mayor and Council of Hagerstown
to purchase and retire its bonds now outstanding at not
more than one hundred and ten ($110.00) dollars flat on
the one hundred ($100.00) dollars par value thereof, said
bonds to be purchased by The Mayor and Council of
Hagerstown out of the General Fund Account in the
hands of the City Treasurer thereof, not necessary for
payment of interest, redemption of bonds at maturities
and current expenses, as the said Mayor and Council may
from time to time determine.
WHEREAS, The various Bonds issued by the said The
Mayor and Council of Hagerstown over a period of years
for municipal improvements have no provisions therein
for the calling of said Bonds before the maturities there-
of; and
WHEREAS, Funds not necessary for municipal purposes,
become available from time to time by which a portion or
