178 LAWS OF MARYLAND. [CH. 92

special session only, or for the use of the General Assembly
of Maryland of 1937, said sum to be used solely for emer-
gencies which could not be foreseen at the time of the
enactment hereof and which require, for the welfare or
safety of the State, the expenditure of money which would
not otherwise be available, and to be disbursed only in
accordance with the provisions of an Act of the General
Assembly enacted in the usual manner.
