pation of taxes levied for any year. All sums borrowed in
pursuance of this section shall bear interest at a rate to be
determined by the Board of Public Works and shall mature
and be repaid on or before the first day of October, 1938.
SEC. 11. And be it further enacted, That the Board of
Public Works is hereby authorized and empowered to
supervise the expenditure of all appropriations contained
in this budget and for that purpose the said Board shall
have power to reduce or eliminate any appropriation which
it may deem unnecessary, except the appropriation for the
payment of interest and the retirement of the State debt
and the appropriation to the Legislature and the Judiciary,
and no officer, department, commission or employee shall
be authorized to expend any appropriation or part of an
appropriation which the Board of Public Works deems to
be unnecessary. The said Board shall have full power and
authority to establish rules and regulations, not inconsis-
tent with law, to carry out the powers conferred by this
section.
SEC. 12. And be it further enacted, That as to the
reductions in salaries made by Chapter 597 of the Acts of
1933 and further salary reductions made in this Act, it is
hereby provided that all such salary reductions the Board
of Public Works shall have the power at any time, when it
appears that the revenues of the State are sufficient over
and above the amount required to pay the specific appro-
priations as provided in this Act, to restore such salary re-
ductions, or any part thereof, as in its judgment may be
deemed necessary and expedient. For this purpose there
is hereby appropriated out of any excess in the State
Treasury during the two fiscal years ending September
30th, 1937 a sum not to exceed $500,000.00.
SEC. 13. And be it further enacted, That after the pay-
ment of the specific appropriations hereinafter listed and
made, there is hereby appropriated out of any excess in
the State Treasury during the two fiscal years ending
September 30th, 1937, the sum of $100,000.00 for the use
of the General Assembly of Maryland of 1935, if called in
