1316 VETOES.
The Conservation Commissioner has recommended that
this bill be disapproved and I have, therefore, vetoed it.
Chapter 530, Senate Bill 472, authorizes the Conservation
Department to lease any portion of the barren oyster bot-
toms in Calvert County to the Maryland Rehabilitation
Corporation, to any non-profit corporation designated by an
agency of the Federal Government, or to any co-operative
association of oystermen.
The oystermen themselves have urged me not to approve
this bill and, on account of these protests as well as the
fact that the bill only applies to one County, I have vetoed it.
POCOMOKE CITY.
Chapter 445, House Bill 669, provides for a new general
registration of voters in Pocomoke City, and as such regis-
tration would seem to be a useless expense, I have vetoed
this bill.
RACING.
Chapter 254, House Bill 126, would substantially reduce
the taxes on race tracks in Maryland.
The published reports of the Racing Commission indicate
that the race tracks are in no need of this relief and I have,
therefore, vetoed this bill.
RECEIVERS.
Chapter 550, Senate Bill 358, relates to the appointment
of receivers.
The proposed change does not seem to me to be a step
forward in jurisprudence and I have, therefore, vetoed the
bill.
RELEASES.
Chapter 112, Senate Bill 117, provides that releases
signed by a person, within two days of the injury resulting
from a tort, shall be voidable at the option of the injured
party.
While I agree with its policy, the bill is objectionable. It
does not fix a time limit within which the power to revoke
must be exercised, leaving this essential feature unprovided
for. I regard this omission as fatal, as the bill in its present
shape would permit revocation at any time, and I have,
therefore, vetoed the bill.
ROADS.
Chapter 403, House Bill 487, amends the law relating to
the construction and maintenance of county roads and the
employment of the personnel theretofore employed.
