CHAPTER 592.
AN ACT to repeal and re-enact, with amendments, Sections
1 to 19 inclusive, of Article 70A of the Annotated Code
of Maryland, title "Old Age Pensions, " as said sections
were enacted by Chapter 114 of the Acts of 1931, and
to add a new section to said Article 70A, to be known as
Section 20 and to follow Section 19 of said Article,
establishing a State-wide system of relief for aged
persons in need, commonly known as "old age pensions, "
to be administered by Local Boards and the Department
of Welfare of Baltimore City, at the joint expense of the
State and of the Counties and Baltimore City, and under
the general supervision of a State Board of Old Age
Pensions and Relief and an Administrator of Pensions
and Relief; and to provide for division between the State
and said Counties and City of any funds appropriated
by the Federal Government for payment of old age
pensions in Maryland.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 1 to 19, inclusive, of Article 70A
of the Annotated Code of Maryland, title "Old Age Pen-
sions, " as said sections were enacted by Chapter 114 of the
Acts of 1931, be and they are hereby repealed and re-
enacted, with amendments, to read as follows:
1. (1) The care and relief of aged persons who are in
need is hereby declared to be a special matter of State
concern and a necessity in promoting the public health and
welfare. To provide such care and relief at public expense,
a statewide system of relief for the aged, popularly known
as "old age pensions, " is hereby established. Such old age
relief shall be given and administered by the Counties and
the City of Baltimore, subject to partial reimbursement by
the State and to supervision by the Department of Old Age
Pensions and Relief provided for by this Article.
(2) The word "pension" as hereinafter used in Sections
2 to 19 inclusive, of this Article, shall mean relief pay-
ments as described in sub-paragraph (1) of this Section.
2. Any person residing in this State who shall comply
with the provisions of this Article, shall be entitled to a
pension in old age. The amount of such pension shall be
fixed with due regard to the conditions in each case, but
in no case shall it be an amount which, when added to the
income of the applicant, including income from property,
