therefor, fixing the time within which action may be
brought, conferring jurisdiction upon certain Justices of
the Peace of the Counties in certain cases and providing
method of procedure.

CHAPTER 574.

AN ACT to add thirteen new sections to Article 100 of the
Annotated Code of Maryland (1924 Edition), title "Work-
Hours of, In Factories, " to be under sub-title "Injunc-
tions, " said new sections to be known as sections 65 to 77,
inclusive, and to follow immediately after Section 64 of
said Article, defining and limiting the jurisdiction of
courts sitting in equity in cases involving labor disputes,
and for other purposes.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That thirteen new sections be and they are
hereby added to Article 100 of the Annotated Code of
Maryland (1924 Edition), title, "Work-Hours of, in
Factories, " to be under sub-title "Injunctions, " said new
sections to be known as Sections 65 to 77, inclusive, to
follow immediately after Section 64 of said Article and
to read as follows:

65. In the interpretation and application of this sub-
title, the public policy of this State is declared to be as
follows: Negotiations of terms and conditions of labor
should result from voluntary agreement between employer
and employees. Governmental authority has permitted and
encouraged employers to organize in the corporate and
other forms of capital control. In dealing with such em-
ployers the individual unorganized worker is helpless to
exercise actual liberty of contract, and to protect his free-
dom of labor, and thereby to obtain acceptable terms and
conditions of employment. Therefore it is necessary that
the individual workman have full freedom of association,
self organization, and designation of representatives of his
own choosing, to negotiate the terms and conditions of his
employment, and that he shall be free from interference,
restraint or coercion of employers of labor, or their agents,
in the designation of such representatives or in self-organi-
zation or in other concerted activities for the purpose of
collective bargaining or other mutual aid or protection.
