for the purchase of said bonds or any part thereof, with
the privilege to the said The Commissioners of Dorchester
County, Maryland, to reject any and all bids and no bid
shall be accepted at less than par, the said The Commis-
sioners of Dorchester County, Maryland, shall advertise
said bonds for such a length of time as to them shall seem
adequate and shall offer said bonds either all at the same
time or at different intervals and in such amounts as may
be most advantageous to the said school building Commis-
sions, and no part of the proceeds arising from the sale of
said bonds shall be used except for the purposes designated
and provided for in this Act, provided that the cost of
engraving or printing said bonds and the cost of adver-
tising authorized by this Act, and other incidental ex-
penses, including legal expenses, connected with the issu-
ance and sale of said bonds may be paid out of said funds;
and in the event The Commissioners of Dorchester County,
Maryland, shall reject the proposals or bids for the said
bonds, they shall have full power and authority to sell the
bonds theretofore advertised, either at public sale, after
re-advertisement, or at private sale, without re-advertise-
ment, and the rights of the purchaser or purchasers of
the said bonds, or any of them, shall in no way or manner
be affected or impaired by the application or misapplica-
tion, appropriation or misappropriation by The Commis-
sioners of Dorchester County, Maryland, or by the school
building Commissions herein provided, of the money aris-
ing from the sale of any or all of the said bonds.

SEC. 6. And be it further enacted, That William Mc-
Clelland, Clarence L. Saxton, John A. Baker, Samuel J. T.
Smith, and C. Edwin Bell, all of Dorchester County, State
of Maryland, be, and they are hereby, appointed Commis-
sioners for the purposes and with the powers herein set
forth for the enlarging, remodeling, improving, and equip-
ping the East New Market High School; and that James J.
M. Gordy, Samuel Smoot, and Howard Hastings, all of
Dorchester County, State of Maryland, be, and they are
hereby appointed Commissioners for the purposes and
with the powers herein set forth for the enlarging, remod-
eling, improving, and equipping the Galestown Elementary
School of Galestown, Maryland; and that Granville
Hooper, Russell S. Davis, Earle W. Orem, George D.
Holder, and Fred J. Parks, all of Dorchester County, State
of Maryland, be, and they are hereby appointed Commis-
sioners for the purposes and with the powers herein set
forth for the enlarging, remodeling, improving, and equip-
