Section 316N. Nothing in the aforegoing Sections, nor
of the repeal of Chapter 389 of the Acts of Assembly of
1933, shall affect or invalidate licenses heretofore obtained
and secured under the provisions of said Act for the sale
of beer in Allegany County, and all rights, duties and obli-
gations of licensees thereunder shall be in force and effect
until the 30th day of April, 1934, and said licensees under
said Act shall be liable for any violations of said licenses
heretofore committed or hereafter committed during the
term of said license period, and all fines and penalties with
relation to violations of the provisions of said Act shall be
enforced the same as though said Act had not been repealed.

SECTION 2. And be it further enacted, That Sections 178
and 179 of Article 1 of the Code of Local Laws of Maryland,
(Edition 1930), title, "Allegany County", sub-title, "Flint-
stone", and Sections 299, 300, 301, 302, 303, 304, 305, 306,
307, 308, 309, 310, 311, 312, 313, 314, 315 and 316A of said
Code of Local Laws of Maryland, (Edition of 1930), title,
"Allegany County", sub-title, "Intoxicating Liquors", and
Chapter 389 of the Acts of Assembly of Maryland of 1933,
title "Allegany County", sub-title, "Intoxicating Liquors",
and all other laws or parts of law, whether general or local,
inconsistent with the provisions of this Act, be, and the
same are hereby repealed.

SECTION 3. And be it further enacted, That should any
Section or part of a Section of this Act be held to be invalid
for any reason, such holding shall not be construed as af-
fecting the validity of any remaining Section or part of a
Section of this Act, it being the legislative intent that the
remainder of this Act shall stand notwithstanding the in-
validity of such Section or part of a Section.

SECTION 4. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.
