report the facts to the Superior Court of Baltimore City,
or the Circuit Court for the County, as the case may be, and
said Court is hereby authorized and directed to proceed by
attachment against said witness in all respects as if said
neglect or refusal had been by a witness summoned to ap-
pear in said Court in a case pending before it.

50. RULES AND REGULATIONS. In addition to the
powers otherwise provided by this Act, the Comptroller,
the Board of License Commissioners for any County or
Baltimore City, or the Bureau of State Licenses shall, re-
spectively, have full power and authority to adopt such
reasonable rules and regulations as they may deem neces-
sary to enable them to effectively discharge the duties im-
posed upon them by this Act.

51. OTHER PENALTIES. Any person violating any
of the provisions of this Article for which no penalty, other
than the revocation, suspension or restriction of a license
is provided, shall upon conviction be subject to a fine not
exceeding One Thousand Dollars ($1, 000. 00) or to impris-
onment not exceeding two years, or both fine and impris-
onment, in the discretion of the Court.

52. DISPOSITION OF FINES. All fines imposed for
any violation of any provision of this Act shall be payable
to the County in which the offense was committed, or to
Baltimore City if the offense was committed in said City.

53. LICENSES ISSUED UNDER PREVIOUS LAWS.
The holder of every license issued under the provisions
of Chapters 489, 213, 490 and 491 of the Acts of 1933,
, shall be permitted to sell beer as herein defined until the
expiration of all such licenses, subject to revocation or
suspension as provided in said respective Acts.

The holder of every license issued under the provisions
of Chapters 488 and 522 of the Acts of 1933, shall be per-
mitted to sell beer and light wine as herein defined until
the expiration of such licenses, subject to revocation or
suspension as therein provided.

No holder of any of the licenses issued under any of
said Acts shall be permitted to sell any other alcoholic bev-
erages after the passage of this Act. If any holder of any
of said licenses shall apply for and obtain a license under
the provisions of this Act, before the expiration of said
licenses, such holder may surrender for cancellation the
license issued to him under the authority of any of the said
