shall also prepare and forward to the Board of County Com-
missioners, a report for the period ending on April 30th, in
each year, which report shall contain a full and complete
statement of the business transacted by the Board and the
results of the operation of the dispensaries or branch dis-
pensaries established under the authority of this Section.

All net profits arising from the operation of said dispens-
aries shall be first applied towards the payment
of any and all sums advanced to or borrowed by
the Liquor Control Board. After such sums have been
paid, the said Board shall be authorized to create and main-
tain a reserve fund not to exceed $5, 000. 00, to provide ade-
quate working capital and to meet any losses that may be
sustained by the Board in the operation of such dispen-
saries. All net profits in excess of the above shall belong
to and be paid over to the County Commissioners of Worces-
ter County on or before June 1st, in each and every year.

48E. Members of Board and Employees to Have No Fi-
nancial Interest in Official Transactions—Penalties. No
member of the Liquor Control Board of Worcester County
shall have any financial interest, directly or indirectly, in
the manufacture of any alcoholic beverage, or in any alco-
holic beverage purchased or sold under the provisions of this
Act, or derive any profit or remuneration from the purchase
or sale of any such beverage, other than the salary or wages
payable for the discharge of the duties of the office or posi-
tion, as herein prescribed or authorized.

Any member of the Board, or any employee of said Board,
violating the provisions of this Section shall, upon convic-
tion, be subject to a fine not exceeding Two Thousand Dol-
lars ($2, 000. 00) or to imprisonment not exceeding three
years, or both fine and imprisonment, in the discretion of
the Court.

MISCELLANEOUS

49. POWER TO SUMMON WITNESSES. For the
purpose of all hearings and inquiries which the Comptroller,
the Board of License Commissioners for any county or
Baltimore City, or the Bureau of State Licenses are au-
thorized to hold and make, the said official, Boards and
Bureau, and the respective members thereof, are authorized
to issue summons for witnesses, and to administer to them
oaths or affirmations, and all summons so issued shall be
served by the Police Department of the City of Baltimore
or by the Sheriff of any of the Counties. If any witness
so summoned shall refuse or neglect to attend, or attending,
refuse to testify, the said official issuing the summons shall
