immediate preservation of the public health and safety, and
being passed upon a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 91.
AN ACT to add eleven new sections to Article 81 of the
Code of Public General Laws of Maryland, 1929 Supple-
ment, title "Revenue and Taxes", to follow immediately
after Section 198, and to be known as Sections 199, 200,
201, 202, 203, 204, 205, 206, 207, 208, and 209, to be
under a new sub-title known as "Special County and
Municipal Taxes", to authorize and empower each coun-
ty, incorporated town, and city of the State of Maryland,
except the Mayor and City Council of Baltimore to make
a levy upon any and all taxable property within the
limits of each county, incorporated town or city of the
State of Maryland, and in anticipation of such levy, to
incur indebtedness and borrow money on its individual
faith and credit; to issue notes, certificates of indebted-
ness or other evidence of indebtedness; all funds so
raised, borrowed or obtained to be used for the general
protection and preservation of the safety, peace, health
and welfare of the State and each county, incorporated
town or city thereof, by providing assistance, food,
shelter, supplies, necessities, work, work in conjunction
or cooperation with the State or Federal Government and
other relief for the unemployed and destitute residents
and inhabitants of each such county, incorporated town
or city of the State of Maryland; to provide for the re-
payment of all loans, and indebtedness incurred with
interest thereon by a general tax levy on all taxable
property within each such political entity; to provide cer-
tain limitations upon the amount which may be borrowed,
and certain limitations upon the maturity of all obliga-
tions incurred under the provisions of this Act; to pro-
vide for the sale of any or all obligations issued under
this Act; and to provide for the carrying into full force
and effect any and all things necessary, expedient or
incidental to the accomplishment of the general purposes
of this Act.
