upon the faith and credit of said city of Cambridge,
Maryland, a sum not to exceed Forty Thousand Dollars
($40, 000. 00), and to issue, sell, or pledge bonds, stocks,
notes, negotiable paper or certificates of indebtedness,
executed and issued by the Mayor and the Commission-
ers of Cambridge, Maryland, therefor, for the purpose
of constructing, extending, erecting, or completing a
sewerage system and refuse disposal plant for the city
of Cambridge, Maryland.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be added to Section 63, of
Article 10, of Flack's Code of Public Local Laws of Mary-
land, 1930 Edition, title "Dorchester County", sub-title
"Cambridge, " to be known as 63B.
63B. In the discretion of The Commissioners of Cam-
bridge, to borrow money on bonds, stocks, notes, negotiable
paper or certificates of indebtedness, executed and issued
by the Mayor and The Commissioners of Cambridge, Mary-
land; provided the sum so borrowed under this Act shall at
no time exceed the sum of Forty Thousand Dollars
($40, 000. 00), unless otherwise expressly authorized by
law; said sum not exceeding Forty Thousand Dollars
($40, 000. 00) provided for in this Section to be in addition
to any sum or amount of money which The Commissioners
of Cambridge have been authorized to borrow under any
other power or authority granted by the General Assembly
of Maryland, or under any other authority, prior to the
passage of this Act; said amount not exceeding the sum of
Forty Thousand Dollars ($40, 000. 00) provided for in this
Act to be also in addition to any amount that The Commis-
sioners of Cambridge shall be authorized or required to
raise or borrow under Section 336, of Article 43, of Bagby's
Annotated Code of the Public General Laws of the State
of Maryland; the proceeds of said sum not exceeding Forty
Thousand Dollars ($40, 000. 00) provided for in this Act
are to be used exclusively for the purpose of constructing,
extending, erecting, or completing a sewerage system and
refuse disposal plant for the City of Cambridge, Maryland;
and the raising or borrowing of said amount not exceeding
the sum of Forty Thousand Dollars ($40, 000. 00) provided
for in this Act shall not be required to be submitted to a
vote of the people.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law, necessary for the
