liamsport, " said new section to be known as Section 864,
to follow immediately after Section 863 of said Article,
and to read as follows:

864. The Burgess of Williamsport, by and with the ad-
vice and consent of the Commissioners of said town, shall
appoint from the taxpayers of said town, three (3) persons
who, together with the Burgess, shall constitute and be a
Sewerage Commission and shall have charge of the con-
struction of the sewers recently authorized by vote of the
people under the provisions of Article 43 of the Annotated
Code of Maryland. The said Sewerage Commission is au-
thorized to construct and install a system of sewers for the
said town of Williamsport, either by day labor or by con-
tract, as said Commission may deem necessary. In the con-
struction of said sewer system, the said Sewerage Commis-
sion shall have the power to purchase or condemn any
property which may be necessary or to make contracts for
the right of way over any property which may be needed
for the installation of any part of said sewer system. The
said Commission shall have power to employ all necessary
labor and clerks and to fix their compensation and to do all
things necessary and proper in connection with the carry-
ing out of the powers conferred by this section. Payments
for all wages and salaries, and for all obligations for pur-
chase of material or for work done by contract, shall be made
by the Town Treasurer upon order of said Commission or
a majority thereof. The term of office of the members of
said Commission shall be four years and on the completion
of the work of constructing said sewer system, the said
Commission shall be merged with the Water Board and
shall thereafter be known as the Water and Sewerage Com-
mission, which Commission shall have full control and au-
thority over the water and sewer systems of said town,
with all the powers now conferred upon the Water Board
of said Town.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon by a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.
