the State Board of Health. Said bonds, stocks or notes
shall be forever exempt from State, County or municipal
taxation. They shall be a lien upon all property within
the jurisdiction issuing them.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 74.

AN ACT to add a new section to Article 24 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Worcester County, " sub-title "Berlin, " said new section
to be known as Section 38A and to follow immediately
after Section 38 of said Article, authorizing the Mayor
and Council of Berlin to use certain excess surplus re-
ceipts from the water and light rents for the payment of
interest on and the retirement of bonds which may be
issued for the construction of sewers, and to authorize
said Mayor and Council to provide for sewer rentals and
to levy additional taxes, if necessary, to provide for the
payment of interest on and the retirement of said sewer
bonds, and to provide for a referendum thereon.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 24 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Worcester County, " sub-title "Ber-
lin, " said new section to be known as Section 38A, to follow
immediately after Section 38 of said Article, and to read
as follows:

38A. The said Mayor and Council of Berlin shall have
the power to use any excess surplus receipts arising from
water and light rents, and not needed for the payment of
interest on and the retirement of the bonds as provided for
by Section 38 of this Article, for the payment of interest
