be and they are hereby authorized and empowered on be-
half of said University and for its proper use and benefit to
accept irrespective of the amount or value thereof any do-
nation, gift, grant or devise from any individual, associa-
tion, society or corporation, or from the United States
Government, or any authorized branch, board, commission,
bureau, agency, division, sub-division or department
thereof.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 71.
AN ACT to repeal Sections 114 to 139 inclusive of Article
7 of the Code of Public Local Laws of Maryland, Flack's
Edition of 1930, entitled "Carroll County, " sub-title
"Anti-Saloon Territory. "
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 114 to 139, inclusive of Article 7
of the Code of Public Local Laws of Maryland, Flack's Edi-
tion of 1930, entitled "Carroll County, " sub-title "Anti-
Saloon Territory" be and the same are hereby repealed.
SEC. 2. And be it further enacted. That this Act shall
take effect June 1, 1934.

CHAPTER 72.
AN ACT to repeal and re-enact, with amendments, Section
45 of Chapter 2 of the Acts of the Extraordinary Ses-
sion of the General Assembly of Maryland of 1933 in
respect to the sale of alcoholic beverages in the City of
Annapolis.
