and the said Board of Education of Allegany County shall
account for the receipt of the net proceeds from said bonds
and the expenditure thereof in the same manner as it ac-
counts for other money passing through its hands.

SECTION 4. And be it further enacted, That the County
Commissioners of Allegany County shall annually cause to
be levied upon the assessable property in Allegany County
a tax sufficient to pay the annual interest on such bonds
as may be outstanding and to redeem all of said bonds
which shall mature during that year, said taxes to be col-
lected as other taxes levied in said County are collected.

SECTION 5. And be it further enacted, That no pur-
chaser of any of the bonds authorized by this Act and no
holder thereof for value and in good faith shall be bound
to see to the application of the purchase money of said
bonds and the rights of the holders of said bonds to receive
the payment of the principal and interest thereon shall not
be affected by the failure of the said County Commission-
ers of Allegany County or its officers or agents, or the
Board of Education of Allegany County or its officers or
agents, to do any of the Acts provided for by the terms
of this Act.

SECTION 6. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed upon a yea and nay vote, supported by
three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

AN ACT to provide for the payment by the County Com-
missioners of Allegany County of certain sums of money
to certain Towns of Allegany County for streets and
highways.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the County Commissioners of Allegany
