an annual salary of Twenty-four Hundred Dollars payable
monthly, and a Secretary-Treasurer, who shall be a bonded
official at an annual salary of Two Thousand Dollars, pay-
able monthly. The Governor shall designate one of the
members of the Commission, who is a resident of Mont-
gomery County, as Park Commissioner for the Parks lo-
cated in Montgomery County, and said Commissioner so
appointed shall represent the Commission in the construc-
tion and maintenance of parks and roadways and any other
operation which the Commission may undertake. For such
services the member of the Commission appointed Park
Commissioner shall be paid the salary of Thirty-six Hun-
dred Dollars per year, payable monthly, and said salary
shall be in addition to the salary received by said Park
Commissioner as Commissioner. And said Park Commis-
sioner shall be furnished transportation and the additional
salary of $3, 600., as well as the transportation costs for said
Park Commissioner, shall be paid out of the proceeds of the
seven cent park tax of Montgomery County. The Commis-
sion may appoint, discharge at pleasure, and fix the com-
pensation of or may contract for the services of such en-
gineering, planning, administrative, auditing, clerical or
other force, as, from time to time in its judgment, may be
necessary to the administration of this Act, and may re-
quire any employee to give bond with surety approved by
and in a sum to be fixed by the Commission.

The Governor may remove any member of the Commis-
sion appointed by him under the provisions of this Act, for
misconduct in office, incompetency, wilful neglect of duty
or when it shall appear that such member has failed to
attend any of the meetings of the Commission for a period
of two months, by giving the member a copy of the charges
against him at least ten days before the time fixed by the
Governor for the hearing and determination of such
charges. Upon the removal of any member of the Com-
mission as herein provided, the vacancy thus occurring
shall be filled by the Governor for the remainder of the
term, subject to confirmation by the Board of County Com-
missioners of the County in which the appointee shall be a
resident.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
