for a term of one year, one of said members shall be ap-
pointed for a term of two years, one of said members shall
be appointed for a term of three years, one of said mem-
bers shall be appointed for a term of four years, and one
of said members shall be appointed for a term of five years;
and thereafter, as the term of each member shall expiref
the Governor shall appoint his successor for a term of five
years. Any vacancy occurring at any time in the personnel
of the Commission shall be filled by the Governor's appoint-
ing a successor for the unexpired term. The Governor
shall designate as Chairman of the Commission one of the
commissioners so appointed by him. The members of the
Commission shall receive no salary, but shall be entitled to
receive their necessary and proper expenses for travel and
otherwise out of any monies available therefor in the hands
of the Commission. The Commission may appoint, dis-
charge at pleasure, and fix the compensation of, or make
contracts for the services of such engineering, planning,
administrative, legal, auditing, clerical or other force as
from time to time in its judgment may be necessary in the
administration of this Act if and when it shall have funds
available for the payment of such persons, and may require
any employee to give bond with surety approved by and
in a sum to be fixed by the Commission.
16. The Commission is hereby designated by the State
of Maryland as the representative and agency of the State
of Maryland for receiving from the government of the
United States of America, the Federal Emergency Ad-
ministration of Public Works, the Reconstruction Finance
Corporation, or any other agency of the United States, and
for expending any grant, loan or other sum of money made
available by the United States of America or its agencies
for housing and park projects as herein provided;
and the Commission is hereby authorized and em-
powered to enter into such commitments and agree-
ments with the United States of America as in
the discretion of the Commission may seem neces-
sary in connection therewith, and is further empowered to
act in conjunction and cooperation with other representa-
tives of the United States of America or of any munici-
pality, county or local sub-division within this state.
All public officials of the State of Maryland and of the
counties and municipalities thereof shall, upon request, fur-
nish to the Commission within a reasonable time such
available information and data as it may require for its
work.
