152 LAWS OP MARYLAND. [CH. 32

WHEREAS, it is necessary and advisable for the protec-
tion of the general welfare and the health, morals and
safety of the people of the State of Maryland that such
agency of this state be created in order that the people of
this state may be able to make fullest use of such monies
insofar as they may be made available.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That six (6) new sections be and they are
hereby added to Article 78A of the Code of Public General
Laws of Maryland (1924 Edition), title "Public Works—
Board of", said new sections to be under the sub-title
"Maryland Emergency Housing and Park Commission" and
to be known as Sections 14 to 19, and to follow immediately
after Section 13 of said Article, and to read as follows:

14. It is hereby declared. That it is necessary in the
public interest to make provision for the acquisition, con-
struction and operation by an agency of this state of public
works as herein mentioned, and thereby provide addi-
tional centres for housing and recreation; that the term
"Public Works" as used herein shall include housing and
park projects with rentals within the means of wage earn-
ers, and the demolition or abolition of unsanitary build-
ings and conditions, and the rehabilitation of blighted areas
by means of the construction of any of the works herein
mentioned. That the acquisition, construction and opera-
tion of such public works are hereby declared to be essential
in the public interest.

15. The Governor is hereby authorized and directed to
appoint five (5) competent persons, citizens and residents
of this state, who shall constitute a commission known as
the "Maryland Emergency Housing and Park Commission";
the members of said commission shall be a body corporate
by the name and style of "Maryland Emergency Housing
and Park Commission" (hereinafter for the purpose of ab-
breviation referred to as "the Commission), with the right
to use a common seal, to exercise all powers granted to it in
this act, and to do any and all other corporate acts for the
purpose of carrying out the provisions of this act; and said
commission shall be a public agent and trustee for the State
of Maryland. The first appointments hereunder shall be
made on or before January 1, 1934, upon which date the
terms of office shall begin. The term of office of each of
said members shall be five (5) years; except that upon the
first appointment, one of said members shall be appointed
