set, Garrett, Caroline, Carroll and Frederick Counties and
that the County Commissioners of said Counties and muni-
cipal corporations located therein shall have none of the
powers provided for in this Act, except that in the town of
Crisfield, Somerset County, the corporation officials shall
have the power to borrow under the provisions of this Act
any sum not in excess of Thirty-five Thousand Dollars
($35, 000. 00). None of the provisions of this Act shall ap-
ply to any incorporated town in Talbot County and said in-
corporated towns located therein shall have none of the
powers provided for in this Act. The County Commission-
ers of Wicomico County shall not borrow under the provi-
sions of this Act any sum in excess of the aggregate amount
of Two Hundred Fifty Thousand Dollars ($250, 000. 00).

SEC. 12. And be it further enacted, That if any one or
more sections, clauses, sentences, or parts of this Act shall
for any reason be questioned in any court, and shall be ad-
judged unconstitutional or invalid, such judgment shall not
affect, impair or invalidate the remaining provisions
thereof but shall be confined to its operation to the specific
provisions so held unconstitutional or invalid, and the in-
applicability or invalidity of any section, clause or pro-
vision of this Act in any one or more instances shall not be
taken to affect or prejudice in any way its applicability or
validity in any other instance.

SEC. 13. And be it further enacted, That this Act may
be known and cited as "The Public Works Act. "

SEC. 14. And be it further enacted, That in so far as
the provisions of this Act are inconsistent with the pro-
visions of any other law, the provisions of this Act shall be
controlling.

SEC. 15. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by an aye and nay vote supported
by three-fifths of the members elected to each House in the
General Assembly, the same shall take effect from the date
of its passage.
