(b) The term "governing body" shall mean the coun-
cil, or other legislative body, board, commission, or other
authority having charge of the finances of any municipality.

(c) The term "bonds" shall mean bonds, interim certifi-
cates or other obligations of a municipality authorized by
its governing body pursuant to this Act.

(d) The term "law" shall mean any act or statute, gen-
eral, special or local, of this State, and shall include, with-
out being limited to, the charter of any municipality.

(e) The term "public works project" shall mean any
work or undertaking other than those works or undertak-
ings incident or necessary to the manufacture, generation,
transmission, distribution and/or delivery of gas and/or
electrical energy in or by any municipality or county not
on December first, 1933, owning and operating plants and
systems for the manufacture, generation, transmission, dis-
tribution and/or delivery of gas and/or electrical
energy, not prohibited by the Constitution of Mary-
land, including, but not limited to, all property, real
and personal, appurtenant thereto or connected therewith,
and the existing work or undertaking, if any, to which such
work or undertaking is an extension, addition, betterment,
or improvement.

(f) The term "to construct" or "construction" shall in-
clude building, constructing, reconstruction, erecting, re-
placing, extending, repairing, bettering, equipping, develop-
ing, embellishing and improving, or otherwise acquiring
the benefits of the expenditure of moneys in respect of a
public works project.

(g) The term "National Industrial Recovery Act" shall
mean the Act of the Congress of the United States of
America, approved June sixteenth, nineteen hundred and
thirty-three, entitled "An Act to encourage national indus-
trial recovery, to foster fair competition, and to provide for
the construction of certain useful public works, and for
other purposes, " and any acts amendatory thereof, and any
acts supplemental thereto, and revisions thereof, and any
further Act of the Congress of the United States of
America to encourage public works, to reduce unemploy-
ment and thereby to assist in the national recovery and
promote the public welfare.

(h) The term "federal agency" shall mean the United
States of America, the President of the United States, the
Federal Emergency Administrator of Public Works, or
